A8 representation hierarchy: PHASE9 000₈–777₈ is the primary visible Jovian phase ruler. Continuous normalized φ and decimal cycle errors remain secondary engineering references only.

Anchor check: the inner Io–Europa–Ganymede relationship is nominal. This diagnostic is outside the recovery path; it checks the simulated plant rather than defining the clock.

Chief Engineer’s Dial: leave at 0.00% for normal operation. Moving it intentionally perturbs Io’s future rate without moving Io instantaneously. Returning the dial to 0 stops adding rate error but does not erase phase displacement already accumulated; RESET ENTIRE LAB restores the nominal plant. Callisto detuning is a separate secondary-only lab perturbation and never enters the primary Io–Europa–Ganymede authority path.

The comparator compares only current-epoch evidence. One clean recurrence makes a channel EARLY usable. The epoch baseline is frozen only after the equal-duration evidence window completes: Io 8 WEST→WEST spans, Europa 4, Ganymede 2, and all three agree. A later 2-of-3 majority cannot redefine truth. If no qualified baseline exists, a split remains UNRESOLVED.

Recovery remains staged, not all-or-none. One clean WEST→WEST span makes a selected channel usable; two or three early channels may corroborate. FULL verification is stricter: Io must complete 8 spans, Europa 4, and Ganymede 2—approximately the same physical observation duration—before a new epoch baseline can freeze. The system never silently switches authority.
